Buy a driver’s license
Can I “buy” a new driver’s license without a medical-psychological assessment (MPU)? No, because in Germany, and practically everywhere else in the world, a driver’s license must be obtained by passing both a theoretical and a practical driving test . If your license to drive has been revoked, you must dispel any doubts about your fitness to drive – either through a positive MPU report or by fulfilling other requirements. However, buying a driver’s license through dubious channels is illegal and is severely punished by law:
- Forgery: If you buy a fake driver’s license and use it as a forged document, Section 267 of the German Criminal Code (StGB) provides for a prison sentence of up to five years or a fine.
- Driving without a license : If your driver’s license has been revoked and you purchase a forged license, you are driving without authorization. According to Section 21 of the Road Traffic Act (StVG), such offenses can result in imprisonment of up to one year or a fine.
In both cases, you also face the possibility of an extension of the driving ban.

Can I buy a positive MPU report to get my driver’s license back? No, reports are also considered official documents in the broadest sense. Forging or using forged documents is a criminal offense under Section 267 of the German Criminal Code (StGB).
EU driving licence without MPU legal
Can I get an EU driving licence to get my licence back without a medical-psychological assessment (MPU)? Yes, this is indeed possible, but only after the driving ban imposed on you in Germany has expired and if you have your habitual residence in the relevant EU country for at least 185 days a year.

Driving licence without MPU after 10 years
Can I simply wait to get my driver’s license back without a medical-psychological assessment (MPU) ? Yes, but you’ll need a lot of patience—15 years to be precise. This is known as the MPU deletion period.
This states that traffic violations that led to the revocation of the driver’s license and the order for a medical-psychological assessment (MPU) are subject to a prohibition on use after ten years and therefore no longer pose an obstacle to the reissuance of the driver’s license.

However, in addition to these ten years, another five years must have passed since the driving licence was revoked. Only then does the ten-year deletion period begin.
However, regarding this waiting period for a driver’s license without an MPU (Medical-Psychological Assessment), it should be noted that one must not commit any offenses during this time, and also that, for example, an MPU that has been taken but not “passed” can have a detrimental effect on the deletion of the penalty, meaning that the MPU cannot be circumvented after just 15 years in order to get one’s driver’s license back.

Do I absolutely have to undergo a medical-psychological assessment (MPU) to get my driver’s license back? Not necessarily, as the timing of an MPU is not legally regulated. Section 11 of the German Driver’s License Ordinance (FeV) merely stipulates that “the submission of an expert opinion from an officially recognized assessment center for driving aptitude can be used to clarify doubts about fitness to drive.”
The driver’s license authority therefore always makes case-specific decisions regarding driver’s licenses, whether or not to order a medical-psychological assessment (MPU) . However, if someone is caught with a blood alcohol level of 1.6 per mille or higher and/or has repeatedly (deliberately and seriously) violated traffic regulations, an MPU order is highly likely.
Specifically, this means : If the driving licence authority is convinced that even a temporary withdrawal of the driving licence is sufficient to put a traffic offender back on the right (road) track, it will not necessarily revoke the driving licence in “personal union” with a medical-psychological assessment (MPU).
