Theory and practice

Exams are stressful for many people. The driving test, in particular, causes anxiety for many. Often, uncertainty is the root cause of this fear and stress. Here you’ll learn how driving tests are conducted, how best to prepare, and how to stay calm during the exam. Theory and practice The driving test consists of two parts: the theory test and the practical test. You only receive your driving license after passing both tests. The theory test assesses your knowledge of road traffic and traffic regulations. The practical driving test evaluates your ability to follow these rules and your driving skills.Requirements for the driving test To register for the theory test, you must provide proof of participation in the theory lessons at your driving school. Only after you have completed the legally required number of theory lessons should you register with a testing center through your driving school. In Germany, TÜV and DEKRA are authorized to administer the driving test. The theory lessons Once you have completed all the necessary official procedures, you should register at the driving school of your choice. There you will attend the theory lessons. Theory lessons are often offered as block courses over a few weeks. These sessions often take place in the evenings or on weekends so as not to interfere with school attendance or work schedules. Usually, several driving students are taught simultaneously in one classroom at the driving school. Your driving instructor will teach you how to behave in traffic . As a participant in flowing traffic, it is essential to know the traffic rules thoroughly. You will learn the meaning of the various traffic signs, how a vehicle works, and what situations you might encounter on the road. You will learn the correct behavior in various situations, such as wet roads, darkness, and traffic jams. You will also learn right-of-way rules and how to drive defensively. The driving instructor will explain special traffic situations and the consequences of incorrect behavior on the road.Theory and practice The theoretical driving test After successfully completing the theory lessons, you will receive a certificate from your driving school. This certificate confirms that you have completed the required number of theory lessons. The theory test for a car requires 14 double lessons of basic material and 2 double lessons of supplementary material. For other driving license categories , such as the truck license, more supplementary material is taught. Prior knowledge, for example, from another driving license already obtained, reduces the number of theory lessons required. Documents for the theoretical driving test In addition to your training certificate, you will need to bring other items to the theory test. First, your personal details will be verified. Therefore, please bring your identity card or passport with you on the day of the test. The test fee is also due on the day of the test. If your driving school has not already collected the fee beforehand, please bring the cash to the testing center. The cost of the theory test is €22.49 .Theory and practice You will need the following for the theory test : Procedure of the theory test You’ll probably be nervous on the day of the exam. If you’re well prepared, you have nothing to fear. At the testing center, you present your identity card or passport. The examiner uses this to verify your identity. To prove your participation in the theory lessons, you submit your training certificate from your driving school. Afterwards, you pay the test fee and find a seat. At the start of the driving test, your examiner will introduce themselves. Since 2010, the theory test has been administered digitally. You will answer the questions on a tablet or PC. You will receive an introduction to the technology and an explanation of how the test works. Afterwards, you will have time to ask your questions. Once all participants are familiar with the technology and the procedure, the test will begin. Questions in the driving test and penalty points Thirty questions from the question bank will be asked. If you have practiced diligently beforehand, whether online or with the paper driving test , you will know the questions. Each question has multiple-choice answers. Mark the correct answer. Sometimes more than one answer is correct; in that case, mark all correct answers. You have unlimited time to answer the questions. Don’t rush; work carefully. The examiners assess the driving test based on error points. Questions about right-of-way rules are penalized with more error points if answered incorrectly. If you have fewer than 11 error points, you pass the theory test. However, if two questions are answered incorrectly, each resulting in 5 error points, you fail the theory driving test. You will be notified of your result immediately after the exam. So you will know right after the exam whether you have passed. Tips for the theory test You can look forward to your exam with peace of mind if you consider a few things beforehand: The practical driving test Passing the theory test is a prerequisite for the practical driving test . Your driving instructor will assess when you are ready for the practical driving test. Beforehand, you will have practiced driving sufficiently in the driving school car and will be confident navigating traffic. During the 12 special driving lessons and several practice sessions, you will have gained practical experience and consolidated your knowledge from the theory lessons. The day of the driving test is therefore drawing nearer. The practical driving test costs €91.75 . Each testing center has different payment rules. In some places, you pay in cash before the test, while in others you transfer the money beforehand and present a bank statement. Ask your driving instructor how to pay the fee.  Please bring the following with you on the day of the exam: Procedure of the practical driving test Don’t schedule any other important appointments on the day of your practical driving test. Get enough sleep the night before so you arrive rested for the test. After you’ve introduced yourself to the examiner, everyone will get into the driving school car. The

The practical driving test

To obtain a driver’s license, learner drivers must pass two tests – a practical and a theoretical one. The practical driving test ,Theory lessons at a driving school are designed to prepare students for the latter. Depending on the license category, a specific number of mandatory lessons must be completed. The theoretical exam then takes place at TÜV or DEKRA. Once the theory test is passed and all required special driving lessons have been completed, a learner driver is admitted to the practical driving test and can take it promptly. During the test, a driving examiner , along with the driving instructor, sits in the car and checks whether the student adheres to the rules of the road. The duration of a practical driving test depends on the driving license category. A practical driving test follows a procedure stipulated by the examination regulations . This guide explains what this procedure entails, the costs associated with a driving test, and what happens if you fail. FAQ: Practical driving test When can I register for the practical driving test? You can register once you have completed the mandatory driving lessons and passed the theory test . What tasks can be set during the practical driving test? You can read here about the tasks you can expect during the respective driving tests for each driving licence category . How many times can I retake the practical driving test? There is no limit; you can attempt as many times as you like. After failing a test, you should work with your driving instructor on your weaknesses and only attempt again when you feel confident. Further information about the practical driving test Procedure for the driving test The procedure for the driving test depends on the driving license category being sought. Depending on the category, different tasks are presented to the test candidate. These tasks are specified in the Driving Licence Regulations ( FeV ). In principle, the following applies to every test drive according to Annex 7 to Section 16 Paragraph 2, Section 17 Paragraphs 2 and 3 : Tasks during the practical driving test Furthermore, specific tasks are set for each driving licence category. These are also stipulated in the Driving Licence Regulations (FeV). They consist of a certain number of basic driving maneuvers from which the examiner can choose. The following is a list of the tasks that the test candidate can expect: These are the tasks you should expect during the test. The failure rate for a driving test in Germany is around 25 percent . If you fail the practical driving test, you can retake it on a different date. Retaking the driving test incurs additional costs. If you pass the driving test , you will subsequently be issued your  driving licence as proof of your driving licence . Practical driving test – these tips will help you The practical driving test is a particularly stressful situation for the test taker . There’s no universal remedy for the anxiety surrounding it; a little nervousness is always part of the experience. These tips should help you overcome your anxiety for the practical test : Practical driving test – tips in brief Driving test – the duration for the individual driving licence categories “How long does a driving test take?” – the answer to this question depends on which driving license category you are applying for. The following lists the duration of each test drive for the different categories: Driving tests are usually simulated beforehand at the driving school . During this simulation, the driving instructor can give you important tips for the actual test. The test time can, of course, be extended if, for example, you get stuck in traffic. Therefore, a practical driving test will never last exactly 30 minutes . It’s only a guideline. Failed the driving test If you fail your driving test , you can retake it at a later date. To do so, you will need to schedule a new appointment and may need to take some driving lessons beforehand to correct your mistakes. On average, about a quarter of test takers fail the practical exam each year . Don’t let this discourage you. Blaming the “evil” examiner after the fact won’t get you anywhere either. Prepare even better for your next attempt and pay particular attention to the mistakes you made in the first exam.Once the driving licence has been obtained through the practical test, it can be  used immediately . Practical driving test – these are the costs you will incur If a practical driving test is required for your license, you must pay a fee to the relevant testing authority. The fees vary depending on the license category . For category B , you pay a registration fee of €91.75 to TÜV for the driving test. If you fail , you must pay the same amount again for the retake. The fee for the driving test must also be paid again at the driving school . Practical driving test – these are the questions you can expect from the examiner. The driving examiner will ask you some questions before or during the test. However, you don’t need to be afraid of them! He will simply ask you to switch on a specific light or, if necessary, to check the tread depth of your tires. Driving licence test class B at 17 Since January 1, 2011, it has been possible in Germany to apply for supervised driving at the age of 17. This allows drivers to bypass the minimum age of 18 for obtaining a driver’s license. However, this regulation is subject to a condition – the learner driver may only drive a motor vehicle when accompanied by a previously designated person. There is no limit to the number of accompanying persons , but they must be specified in advance and cannot be added later. These persons must meet the following requirements : The accompanying person’s duties include providing the learner driver with reassurance and answering any questions that may arise. It doesn’t matter where the person sits in the car; the important thing is that they are present. A pink document is issued as a certificate of completion for the driving test at age 17. This serves as your driving license until you turn 18. On your 18th birthday, you will then receive your actual driving license by mail.Attention: The temporary driving licence is  only valid in Germany! It

Driving licence without MPU

It doesn’t take much for your driver’s license to suddenly disappear and not simply be reclaimed after a few months. So how do you get your license back? Is it only possible to get it back after a medical-psychological assessment (MPU), or are there other options? You’ll find the most important facts here!Driving licence without MPU Driving licence without MPU – what’s possible? Table of contents Buy a driver’s license  Can I “buy” a new driver’s license without a medical-psychological assessment (MPU)?  No, because in Germany, and practically everywhere else in the world, a driver’s license must be obtained by passing both a  theoretical and a practical driving test  . If your license to drive has been revoked, you must dispel any doubts about your fitness to drive – either through a positive MPU report or by fulfilling other requirements. Obtaining a driver’s license in another EU country or a waiting period of up to 15 years may also be an option.Driving licence without MPU   However, buying a driver’s license through dubious channels is illegal and is severely punished by law:  In both cases, you also face the possibility of an extension of the driving ban.  Buy a positive MPU report Can I buy a positive MPU report to get my driver’s license back? No, reports are also considered official documents in the broadest sense. Forging or using forged documents is a criminal offense under Section 267 of the German Criminal Code (StGB).  EU driving licence without MPU legal Can I get an EU driving licence to get my licence back without a medical-psychological assessment (MPU)? Yes, this is indeed possible, but only after the driving ban imposed on you in Germany has expired and if you have your habitual residence in the relevant EU country for at least 185 days a year. If you move back to Germany at some point with this driver’s license, you may encounter problems when converting it to a German driver’s license without an MPU (medical-psychological assessment). Driving licence without MPU after 10 years Can I simply wait to get my driver’s license back without a medical-psychological assessment (MPU) ? Yes, but you’ll need a lot of patience—15 years to be precise. This is known as the MPU deletion period. This states that traffic violations that led to the revocation of the driver’s license and the order for a medical-psychological assessment (MPU) are subject to a prohibition on use after ten years and therefore no longer pose an obstacle to the reissuance of the driver’s license. Driving licence without MPU after 15 years However, in addition to these ten years, another five years must have passed since the driving licence was revoked. Only then does the ten-year deletion period begin. However, regarding this waiting period for a driver’s license without an MPU (Medical-Psychological Assessment), it should be noted that one must not commit any offenses during this time, and also that, for example, an MPU that has been taken but not “passed” can have a detrimental effect on the deletion of the penalty, meaning that the MPU cannot be circumvented after just 15 years in order to get one’s driver’s license back. MPU mandatory Do I absolutely have to undergo a medical-psychological assessment (MPU) to get my driver’s license back? Not necessarily, as the timing of an MPU is not legally regulated. Section 11 of the German Driver’s License Ordinance (FeV) merely stipulates that “the submission of an expert opinion from an officially recognized assessment center for driving aptitude can be used to clarify doubts about fitness to drive.” The driver’s license authority therefore always makes  case-specific decisions regarding driver’s licenses, whether or not to order a medical-psychological assessment (MPU) . However, if someone is caught with a blood alcohol level of 1.6 per mille or higher and/or has repeatedly (deliberately and seriously) violated traffic regulations,  an MPU order is highly likely. Specifically, this means : If the driving licence authority is convinced that even a temporary withdrawal of the driving licence is sufficient to put a traffic offender back on the right (road) track, it will not necessarily revoke the driving licence in “personal union” with a medical-psychological assessment (MPU).

Driver’s License in Düsseldorf

Driver’s License in Düsseldorf Getting, renewing, or exchanging a driver’s license (Führerschein) in Düsseldorf runs through the city’s Straßenverkehrsamt, with one detail worth planning around: the mandatory license exchange here currently takes considerably longer than in most other German cities. Here’s what to expect. An appointment is required for essentially all in-person visits. Book through the city’s official online reservation portal (termine.duesseldorf.de) to avoid long waits. A useful detail: several routine services can also be handled at any of Düsseldorf’s eleven Bürgerbüros, not just at the central Straßenverkehrsamt — specifically first-time issuance and the “Begleitetes Fahren ab 17” application, the mandatory license exchange, and license expansions. You can select up to two matters per Bürgerbüro appointment. The one exception: entries of conditions like B96 or B196 (restrictions related to certain vehicle/trailer combinations) can only be handled directly at the Fahrerlaubnisbehörde itself, not at a Bürgerbüro. Getting a First-Time License (Class B) As elsewhere in Germany, a first Class B (car) license requires enrolling with a licensed driving school (Fahrschule), completing required theory and practical instruction, and passing both exams. The Düsseldorf Fahrerlaubnisbehörde handles the full range of services from the same location: first issuance, expansion, renewal, exchange, reissuance, and replacement. Class B and BE licenses can be issued from age 17 under the “Begleitetes Fahren ab 17” program, letting teens drive with a registered accompanying adult until they turn 18 — this is also one of the services available at the city’s Bürgerbüros. What Does It Cost? Nationally, a first Class B license typically runs €2,500–€4,500 in 2026, with fixed administrative and exam costs generally totaling €300–€450 regardless of city — driving lessons make up the bulk of the total and vary by school. For a biometric passport photo specifically for your Düsseldorf application, budget approximately €12–€20. Renewing or Replacing a License — Plan Ahead for Long Waits Older paper and unlimited-validity card licenses are subject to Germany’s mandatory nationwide exchange program, following the same rolling deadlines as the rest of the country. The deadline for licenses issued 1999–2001 passed on January 19, 2026, and driving with an expired document can result in a fine — so if you’re due for a later cutoff, don’t leave this to the last minute. Düsseldorf’s exchange currently takes noticeably longer than in many other German cities: standard processing runs around 12 weeks, and can take up to 4 months in busier periods. The exchange fee itself is the standard €25.30. An online application is available through service.duesseldorf.de, though even the online route still requires booking an appointment. Given the extended timeline, it’s strongly worth applying well ahead of your assigned deadline rather than close to it. If your old license was issued by a different authority than the one currently responsible for you, you may also need a Karteikartenabschrift (register extract) as part of the exchange application. Lost or stolen licenses require a replacement application (Ersatzführerschein) — note that Düsseldorf’s process requires waiting four weeks after a loss or theft before a replacement can be issued, giving time for the original to potentially turn up. Converting a Foreign License in Düsseldorf Foreign license conversions follow the same national framework as elsewhere in Germany, processed through the Düsseldorf Fahrerlaubnisbehörde if that’s your registered address: EU/EEA licenses (including Iceland, Liechtenstein, Norway): No conversion required for standard car classes — your existing license remains valid indefinitely. Conversion is only needed for certain higher vehicle classes (C, C1, CE, D, etc.). Licenses from listed third countries (Anlage 11 of the Fahrerlaubnis-Verordnung, including the UK): Often convertible without a new theory or practical exam, though a vision test and certified translation may still be required. All other third-country licenses: Generally require passing both the theory and practical exam, unless a specific reciprocity exception applies. The standard six-month rule applies here too: once you establish permanent residence in Düsseldorf, a foreign license from outside the EU/EEA remains valid for six months from your date of entry, after which you’ll need a German license to keep driving legally. The Fahrerlaubnisbehörde’s forms page includes a dedicated “Ersterteilung / Umschreibung” (first issuance / conversion) application you can download in advance of your appointment. If you plan to work in taxi, rental car, or passenger transport, note that Düsseldorf’s Fahrerlaubnisbehörde also has a dedicated Fahrgastbeförderung (passenger transport) application form, separate from your standard license. Practical Tips for Düsseldorf Applicants Final Thoughts Düsseldorf’s driver’s license process runs through the Straßenverkehrsamt on Höherweg, with the flexibility to handle several routine matters at any of the city’s eleven Bürgerbüros instead. The standout detail to plan around is processing time: the mandatory exchange here can take up to four months, well above the norm elsewhere in Germany, so starting early is the single best piece of advice for anyone applying in the city. This article is intended as general informational content and does not replace advice from Düsseldorf’s Fahrerlaubnisbehörde or a licensed legal professional. Requirements, hours, and fees can change, so always confirm current details with the city before applying.

Driver’s License in North Rhine-Westphalia

Driver’s License in North Rhine-Westphalia Getting, renewing, or exchanging a driver’s license (Führerschein) in North Rhine-Westphalia (NRW) follows Germany’s national framework, administered locally through each Kreis or independent city. As Germany’s most populous state, NRW has more individual Fahrerlaubnisbehörden than anywhere else in the country — here’s what to expect wherever you’re applying. Who Handles Driver’s Licenses in North Rhine-Westphalia? In NRW, the responsible authority is the Fahrerlaubnisbehörde, based at your local Kreis (county) or, if you live in an independent city (kreisfreie Stadt) such as Cologne, Düsseldorf, Dortmund, Essen, or Bonn, the city’s own administration. Which office is responsible for you depends on your registered residence (Wohnsitz) — with dozens of Kreise and kreisfreie Städte across the state, it’s worth confirming your specific local office rather than assuming a neighboring city’s rules apply to you. Getting a First-Time License (Class B) To get a standard car license (Class B) in NRW, you’ll need to enroll with a licensed driving school (Fahrschule), complete the required theory and practical instruction, and pass both exams. You can submit your application as early as six months before reaching the minimum age for your license class — but you must appear in person at the Fahrerlaubnisbehörde, since your signature on the application is required. When applying, you’ll typically need: For an extension of a D or D1 class license, you’ll also need a police certificate of good conduct (Führungszeugnis, Belegtyp O) — this is sent directly from the issuing authority to the Fahrerlaubnisbehörde rather than something you submit yourself. If you don’t have a valid ID card, a passport together with a current Meldebescheinigung not older than three months is generally accepted instead. What Does It Cost? Nationally, a first Class B license typically runs €2,500–€4,500 in 2026, with regional cost differences that can easily run into the thousands of euros depending on where in the state you’re learning — driving lesson prices in NRW’s larger cities (Cologne, Düsseldorf) tend to sit toward the higher end of that range, while smaller towns and rural areas are often more affordable. On the administrative side, fees are broadly consistent across German states, though set individually by each Fahrerlaubnisbehörde: Your finished license is typically issued within two to six weeks, handed to you directly by the examiner once you pass your practical test, or mailed to you if you prefer — though processing can take longer if your local office is especially busy. Renewing or Replacing a License Older paper and unlimited-validity card licenses are subject to Germany’s mandatory nationwide exchange program, following the same rolling deadlines as the rest of the country based on issue year, with the schedule running through January 19, 2033. Lost, stolen, or damaged licenses require an application for a replacement (Ersatzführerschein) at your local Fahrerlaubnisbehörde. Since driving without a license (even due to loss) can result in a fine, it’s worth applying for a replacement promptly rather than waiting. If your license was lost or stolen abroad, note that the replacement can only be applied for once you’re back in Germany, at the office responsible for your registered address. If your license was revoked (Entzug) and you want to drive again, a new application for reinstatement (Neuerteilung) is required, subject to conditions that vary by case — check with your specific Fahrerlaubnisbehörde on what’s needed. Converting a Foreign License in North Rhine-Westphalia Foreign license conversions in NRW follow national rules, processed through your local Fahrerlaubnisbehörde: EU/EEA licenses (including Iceland, Liechtenstein, Norway): No conversion required for standard car classes — these remain valid in Germany indefinitely. The standard six-month rule applies here too: once you establish permanent residence in Germany, a foreign license from outside the EU/EEA remains valid for six months from your date of entry, after which you need a German license to keep driving legally. If you’re planning to drive outside the EU — in countries like the USA, Canada, or Australia — you may also need an International Driving Permit, available through your local Bürgeramt or Fahrerlaubnisbehörde. It’s valid for three years, cannot be extended (only reapplied for), and becomes invalid if your underlying German license expires. Practical Tips for North Rhine-Westphalia Applicants Final Thoughts North Rhine-Westphalia’s driver’s license process runs through the Fahrerlaubnisbehörde of your Kreis or independent city, with largely standardized national fees but real differences in driving school pricing and office wait times across the state’s many jurisdictions. Whether you’re applying for a first license, handling a mandatory exchange, or converting a foreign one, confirming your specific local office’s requirements early will make the process go more smoothly. This article is intended as general informational content and does not replace advice from your local Fahrerlaubnisbehörde or a licensed legal professional. Driver’s License in Schwerin

Driver’s License in Schwerin Getting, renewing, or exchanging a driver’s license (Führerschein) in Schwerin comes with an unusual local setup: the city runs its driving license office jointly with the surrounding Landkreis Ludwigslust-Parchim. Here’s what that means in practice, plus what to expect at each stage of the process. Every visitor needs an online appointment — walk-ins aren’t accepted at either the vehicle registration or driving license counters. Because appointment booking is fully online, the district has discontinued its older phone-based booking lines entirely in favor of the web portal. One practical upside of the joint arrangement: residents of Schwerin can also use the cooperative Bürgerbüros of Landkreis Ludwigslust-Parchim for many other services (excluding residence registration matters), which can mean shorter waits than sticking to a single central office. Getting a First-Time License (Class B) As elsewhere in Germany, a first Class B (car) license requires enrolling with a licensed driving school (Fahrschule), completing required theory and practical instruction, and passing both exams. The Schwerin/Ludwigslust-Parchim office handles the full range of driving license services: first issuance, expansion, renewal, exchange, reissuance, and replacement. Class B and BE licenses can be issued from age 17 under the “Begleitetes Fahren ab 17” program, letting teens drive with a registered accompanying adult until they turn 18. What Does It Cost? Nationally, a first Class B license typically runs €2,500–€4,500 in 2026, with fixed administrative and exam costs generally totaling €300–€450 regardless of location. As is typical across Mecklenburg-Western Pomerania, per-lesson driving costs in and around Schwerin tend to run more affordably than in Germany’s larger cities — commonly in the range of €45–€60 per 45-minute lesson, compared to €70–€80 in cities like Munich or Hamburg. Renewing or Replacing a License Older paper and unlimited-validity card licenses are subject to Germany’s mandatory nationwide exchange program, following the standard rolling deadlines based on issue year. The base exchange fee is generally around €26.50, plus an additional €6.32 if you’d like your new license mailed directly to your home by the Bundesdruckerei rather than picked up in person. For a range of more involved matters, Schwerin’s Fahrerlaubnisbehörde also handles: If your license was previously revoked and you have further questions after being formally heard by the Fahrerlaubnisbehörde, the office notes you’re welcome to reach out directly for clarification before your case proceeds further. Converting a Foreign License in Schwerin Foreign license conversions follow the same national framework as elsewhere in Germany, processed through the Schwerin office if that’s your registered residence: EU/EEA licenses (including Iceland, Liechtenstein, Norway): No conversion required for standard car classes — your existing license remains valid indefinitely. The standard six-month rule applies here too: once you establish permanent residence in Schwerin, a foreign license from outside the EU/EEA remains valid for six months from your date of entry, after which you’ll need a German license to keep driving legally. If you plan to work in passenger transport (taxi, ambulance/Krankenkraftwagen for hire, or similar), note that you’ll need a separate Fahrerlaubnis zur Fahrgastbeförderung (FzF) in addition to your standard license — this doesn’t apply to Bundeswehr, federal police, or NATO-affiliated ambulance services, but does apply to most commercial passenger transport. Practical Tips for Schwerin Applicants Final Thoughts Schwerin’s driver’s license process runs through a joint office shared with Landkreis Ludwigslust-Parchim, with mandatory online booking and the flexibility to use either administration’s service points for many routine matters. Whether you’re applying for a first license, exchanging an older document, or converting a foreign one, booking ahead and knowing which office fits your situation will keep things moving. This article is intended as general informational content and does not replace advice from Schwerin’s Fahrerlaubnisbehörde or a licensed legal professional. Requirements, hours, and fees can change, so always confirm current details with the city before applying.

Driver’s License in Mecklenburg-Western Pomerania

Driver’s License in Mecklenburg-Western Pomerania Getting, renewing, or exchanging a driver’s license (Führerschein) in Mecklenburg-Western Pomerania (Mecklenburg-Vorpommern) follows Germany’s national framework, administered locally through each Landkreis or independent city — with one notable regional twist: a deadline extension currently in place for residents of one specific district. Here’s what to expect. Who Handles Driver’s Licenses in Mecklenburg-Western Pomerania? In Mecklenburg-Western Pomerania, the responsible authority is the Fahrerlaubnisbehörde, based at your local Landkreis (county) or, if you live in an independent city (kreisfreie Stadt) such as Rostock or Schwerin, the city’s own administration. Jurisdiction depends on your registered main residence (Hauptwohnsitz). To apply for a new license — whether a first issuance or a replacement after loss or theft — you’ll need a valid ID card and a biometric photo. If you don’t have a valid ID card, a passport together with a current Meldebescheinigung (residence registration certificate) is generally accepted instead, provided it isn’t older than three months. If you’re applying for an extension of a D or D1 class license, you’ll also need a police certificate of good conduct (Führungszeugnis, Belegtyp O), which is sent directly from the issuing authority to the Fahrerlaubnisbehörde rather than being something you submit yourself. Getting a First-Time License (Class B) As elsewhere in Germany, a first Class B (car) license requires enrolling with a licensed driving school (Fahrschule), completing required theory and practical instruction, and passing both exams. The minimum age is 18, though you can apply for an expansion of your license up to six months before reaching the minimum age for a given class. What Does It Cost? Nationally, a first Class B license typically runs €2,500–€4,500 in 2026, with fixed costs for exams and administrative steps generally totaling €300–€450 regardless of location. Mecklenburg-Western Pomerania tends to sit toward the more affordable end of the national range: in rural parts of the state, per-lesson driving costs commonly run €45–€60 for a 45-minute lesson, compared to €70–€80 in major cities like Munich or Hamburg. On the administrative side: If you’d like your finished license mailed directly to your home address rather than picked up in person, expect an additional postage fee on top of the base charge. Renewing or Replacing a License Older paper and unlimited-validity card licenses are subject to Germany’s mandatory nationwide exchange program, following the same rolling deadlines as the rest of the country based on issue year. The standard exchange fee is at least €26.50, up to a maximum of €32.83 if direct mail delivery by the Bundesdruckerei (an additional €6.32) is included. A regional note worth knowing: the State Office for Road Construction and Transport (Landesamt für Straßenbau und Verkehr Mecklenburg-Vorpommern) has issued a general ruling extending the mandatory exchange deadline specifically for residents of the Landkreis Vorpommern-Rügen district, under § 24a paragraph 2 in conjunction with Annex 8e I of the FeV. If you live in that district, it’s worth checking with your local Fahrerlaubnisbehörde to see whether your specific deadline has shifted before assuming the standard nationwide schedule applies to you. Lost, stolen, or damaged licenses require a replacement application through your local Fahrerlaubnisbehörde, using the same documents as a first-time application. If your license was revoked and you’re applying for reinstatement (Neuerteilung), this is handled as a separate application at your local office — Schwerin’s city administration, for example, publishes its own guidance and requirements for this process. Converting a Foreign License in Mecklenburg-Western Pomerania Foreign license conversions follow the same national framework as elsewhere in Germany, processed through your local Fahrerlaubnisbehörde: EU/EEA licenses (including Iceland, Liechtenstein, Norway): No conversion required for standard car classes — these remain valid in Germany indefinitely. The standard six-month rule applies here too: once you establish permanent residence in Germany, a foreign license from outside the EU/EEA remains valid for six months from your date of entry, after which you need a German license to keep driving legally. Practical Tips for Mecklenburg-Western Pomerania Applicants Final Thoughts Mecklenburg-Western Pomerania’s driver’s license process runs through the Fahrerlaubnisbehörde of your county or independent city, with generally lower per-lesson driving costs than in Germany’s larger cities and a notable regional deadline extension for residents of Vorpommern-Rügen. Whether you’re applying for a first license, handling a mandatory exchange, or converting a foreign one, confirming your specific district’s rules and deadlines early will make the process go more smoothly. This article is intended as general informational content and does not replace advice from your local Fahrerlaubnisbehörde or a licensed legal professional. Requirements and fees can change, so always confirm current details with your local authority before applying.
